Water is scarce throughout Port-Au-Prince.

Without direct Government intervention or assistance, people are left to fend for themselves.

Thousands of NGO's (humanitarian groups) begin inundating the region with countless trucks loaded with supplies.

After a prolonged (and stunning) absence, the Haitian President re-emerges, imposing taxes on emergency food and water entering the country. Supply trucks are stopped at the border. Smaller  NGOs, unable to pay the taxes, become dependent on the UN, which is severely crippled and unorganized. (see next image)
